This session explores how stablecoins, tokenization, and emerging regulatory frameworks such as the U.S. Genius Act are redefining how value moves, collateral is managed, and risk is mitigated across the trade finance landscape. In 2015, BAFT published Guidance for Identifying Potentially Suspicious Activity in Letters of Credit and Documentary Collections which listed 16 red flags sourced from government entities and NGOs, such as FATF, FCA, FFIEC and Wolfsberg. In 2017, BAFT published Combatting Trade Based Money Laundering – Rethinking the Approach which described the difficulties of recognizing TBML and proposed some solutions. The world has greatly changed in the last 10 years. There are many more trade products being used than just LCs and doc collections. Are those 16 red flags still effective? Should there be more? Technology has also evolved. What new solutions exist to combat TBML? To answer these questions, BAFT is now combining and updating these two papers to better serve the global trade community.

Ben is the CEO of Complidata, the European FinTech pioneering digitisation and automation in trade finance operations using generative artificial intelligence. Having spent most of his career in trade finance, including 24 years at HSBC, Ben advises financial institutions on effective extraction of data from documents for improved commercial and financial crime risk mitigation using AI to enhance human decision-making. As co-chair of the Financial Crime Compliance Initiative (FCCi) within the International Forfaiting and Trade Association (ITFA) Ben helps drive pioneering work beneficial to trade finance banks as well as raising awareness of the potential for technology to drive improvements in detection and prevention of financial crime. At HSBC Ben was head of various trade finance, commercial banking and payments businesses in the Middle East and Asia before becoming head of trade finance in Canada in 2011 winning best bank for trade finance as voted by clients in 2015. Since moving to New York, Ben was regional head of trade services and then head of compliance for the commercial bank, gaining significant experience remediating issues, managing relationships with regulators Ben has also founded multiple start-ups and held several roles focused on trade finance and financial crime prevention at FinTech start-ups working with many founders in compliance, trade finance, payments and correspondent banking.

Lisa Chin is a Director and the Global AML Head of Trade Finance for MUFG Bank, Ltd. since 2019. She started her trade career as an import letter of credit processor for American National Bank and Trust Company of Chicago. Surviving a number of mergers that ended up as JPMorgan Chase Bank, NA, she held various roles in trade operations for 18 years until she moved into an AML/KYC role supporting trade finance and escrow. In 2015, she moved to HSBC Bank as Senior Vice President and the U.S. Head of AML Compliance for Trade Finance, where she managed an advisory team supporting the Trade Finance department. Lisa is a member of the BAFT National Letter of Credit Committee and the co-Chair of the BAFT Trade Compliance Committee. She obtained her CDCS in 1999 and has since remained certified. Currently, she and her team are working on a project to standardize AML processes in MUFG’s 31 trade offices around the world.


With over thirty years of experience in international trade and customs compliance, Tom specializes in helping businesses navigate the complexities of tariffs, customs regulations and global supply chains. As the founder and principal of Tom Gould Customs Consulting, Inc., Tom provides tailored solutions that ensure efficient and compliant import and export operations. In 2025 Tom joined Gaia Dynamics as Chief Strategy & Compliance Officer. In 2022, Tom was appointed by Treasury Secretary Yellen and DHS Secretary Mayorkas to serve on the Commercial Customs Operations Advisory Committee (COAC) to advise the Secretaries of Treasury and DHS and the Commissioner of US Customs and Border Protection (CBP) on the commercial operations of CBP and related DHS and Treasury functions. Tom currently serves as co-chair of the COAC Next Generation Facilitation Subcommittee, the ACE 2.0, Forced Labor, Foreign Trade Zone and Bonded Warehouse Working Groups. Tom served for more than 20 years as a member of CBP’s Trade Support Network, including the trade leadership counsel. Tom formerly served as the Vice President of Global Customs and Trade at Flexport and Senior Director, Customs and International Trade, for Sandler, Travis & Rosenberg, P.A. Tom is a licensed customs broker and Certified Customs Specialist and recognized as an authority in the multifaceted and technical world of international trade. Tom has extensive experience and frequently speak to groups of importers and customs brokers on tariffs, current customs, international trade, trade remedy, duty saving, product safety and supply chain security issues. Tom advises and supports both domestic and international companies involved in all areas of international trade, focusing on those companies with a proactive philosophy toward international trade compliance. Tom’s expertise encompasses tariff classification, valuation, origin determination, and trade agreements, enabling clients to optimize their customs processes and minimize duties. Tom takes pride in building strong relationships with clients, understanding their unique needs, and delivering strategic guidance that drives growth and operational efficiency. Tom has developed simple yet compliant procedures for tariff engineering and HTS classification, country of origin shifting and determination, qualification for free trade agreements, and special duty reduction programs. Magali is a managing director in the Anti-Money Laundering (AML) & Sanctions practice in Deloitte Transactions and Business Analytics LLP. She has nearly 20 years of industry experience and advises her clients on complex Bank Secrecy Act (BSA)/AML compliance matters, regulatory expectations, large-scale remediations, and leading practices. Prior to joining Deloitte, Magali served as BSA/AML Officer in the Federal Reserve Bank of New York’s (FRBNY) Supervision Group where she supervised examinations of 180+ banks and remediations of enforcement actions (EA). Magali has presented at many domestic/international conferences, covering strategic program/EA management leading practices and delivered AML training to C-suite and central banking officials globally. Magali previously held AML positions at various large banks in NYC. Magali holds a BA from Boston University and a JD from Washington & Lee University School of Law. She is a native English/French speaker.

Jialing Li is a Senior Manager in the Anti-Money Laundering (AML) and Sanctions practice of Deloitte Transactions and Business Analytics LLP. Jialing is experienced in regulatory and legal compliance with a focus on large financial institutions with global operations. Jialing has advised institutions in US, UK and Asia on various Bank Secrecy Act (BSA) / AML, Sanctions, Anti-Bribery & Corruption, Fraud and other Financial Crime compliance and risk matters.

Tiffany Patrick is the Director of Digital Asset Payments at CitiBank. Previously she was Director of Global AML Payments and Innovation. She has a broad experience in financial crime leadership and sustainable risk mitigation. Tiffany is well-versed in developing strategic plans while maintaining compliance with global standards and regulations to ensure business growth and development. Her work across her career is focused on being a leader who innovates and shares knowledge so that we raise each other up, recognize our value, and grow.


Miriam Ratkovicova is a Managing Director in the Anti-Money Laundering (AML) and Sanctions practice of Deloitte Transactions and Business Analytics LLP. She has more than 25 years of experience advising US, Canadian, European and Asian large financial institutions on various Bank Secrecy Act (BSA)/AML, Sanctions, Anti-Bribery & Corruption (ABC) and other Financial Crime compliance matters. Specifically, Miriam has led multiple large and complex projects involving historical transaction investigations, Know Your Customer (KYC) remediations, AML and Office of Foreign Assets Control (OFAC) risk assessments, and customer risk ratings. Miriam has delivered anti-financial crime engagements in numerous countries throughout Europe, Americas and Asia Pacific.
Miriam is currently serving on the Board of Directors of the Bankers Association for Finance and Trade (BAFT) and the BAFT Executive Committee. She was recently elected as the BAFT’s Secretary/Treasurer and appointed as the BAFT’s Audit & Risk Committee Chair. Miriam is also serving as the Chair for the United for Wildlife North American Chapter.

Deepa Sinha is the Senior Vice President of Payments and Financial Crime at BAFT, and will work to advance the goals of the payments and cash management industry through standardization, defining best practices and developing usable industry data. She will also be responsible for formulating policy recommendations and educating industry stakeholders including practitioners, regulators, policymakers and the broader business community. Prior to joining BAFT, Sinha accumulated more than 25 years of treasury and cash management experience at both corporations and banks. She formerly served as Treasurer at Caliburn International, now Acuity International, where she oversaw cash forecasting, working capital and debt management, and implemented policies and banking technology to support all core treasury functions. As the Associate Vice President of Banking Operations and Relationships at the Carlyle Group, she developed the cash management, FX and banking platforms, and built and managed the infrastructure for multicurrency cash management across 5,000+ bank accounts at more than 100 global banks. She also served on both the JPMorgan Chase Treasury and Wells Fargo Treasury Advisory Councils.

William “Billy” Stull joined the U.S. Fish and Wildlife Service Office of Law Enforcement (the Service) in 2021 as a senior special agent with the Special Investigations Unit where he worked complex transnational criminal investigations alongside a small team of experienced special agents. He later transitioned to the Headquarters Investigations Unit, where he currently serves as the Special Agent in Charge. Prior to joining the Service, Billy served as a special agent with the U.S. Environmental Protection Agency’s Criminal Investigation Division (EPA-CID) for four years. During his time there, he conducted environmental criminal investigations in the Washington, D.C. Resident Office and led protective missions both domestically and internationally as part of the Administrator’s Protective Service Detail. Before his tenure at EPA-CID, Billy spent eight and a half years with the Pentagon Force Protection Agency (PFPA). As a special agent, he conducted protective intelligence and threat investigations, including overseas assignments supporting protective missions for the Secretary of Defense and Under Secretaries of Defense in the Middle East and other regions. Earlier in his career, he served as a uniformed police officer with PFPA, assigned to the Special Operations Division’s Emergency Response Team. Billy holds a Bachelor of Science in Forensic Studies from the University of Baltimore.
