This session will explore how the so-called “dark fleet” operates to evade international sanctions and the risks these activities create for trade finance and payments transactions. With regulators such as OFAC increasingly focused on sanctions evasion involving Russian and Iranian oil, including recent enforcement actions against companies that unknowingly facilitated prohibited trade, participants will gain insight into current and emerging evasion tactics, key red flags, and practical due diligence considerations. The discussion will help banks strengthen risk assessment frameworks, better understand regulatory expectations, and reduce the risk of inadvertently facilitating illicit or sanctionable activity.

Lisa Chin is a Director and the Global AML Head of Trade Finance for MUFG Bank, Ltd. since 2019. She started her trade career as an import letter of credit processor for American National Bank and Trust Company of Chicago. Surviving a number of mergers that ended up as JPMorgan Chase Bank, NA, she held various roles in trade operations for 18 years until she moved into an AML/KYC role supporting trade finance and escrow. In 2015, she moved to HSBC Bank as Senior Vice President and the U.S. Head of AML Compliance for Trade Finance, where she managed an advisory team supporting the Trade Finance department. Lisa is a member of the BAFT National Letter of Credit Committee and the co-Chair of the BAFT Trade Compliance Committee. She obtained her CDCS in 1999 and has since remained certified. Currently, she and her team are working on a project to standardize AML processes in MUFG’s 31 trade offices around the world.

Magali is a managing director in the Anti-Money Laundering (AML) & Sanctions practice in Deloitte Transactions and Business Analytics LLP. She has nearly 20 years of industry experience and advises her clients on complex Bank Secrecy Act (BSA)/AML compliance matters, regulatory expectations, large-scale remediations, and leading practices. Prior to joining Deloitte, Magali served as BSA/AML Officer in the Federal Reserve Bank of New York’s (FRBNY) Supervision Group where she supervised examinations of 180+ banks and remediations of enforcement actions (EA). Magali has presented at many domestic/international conferences, covering strategic program/EA management leading practices and delivered AML training to C-suite and central banking officials globally. Magali previously held AML positions at various large banks in NYC. Magali holds a BA from Boston University and a JD from Washington & Lee University School of Law. She is a native English/French speaker.

Mr. Kim Manchester brings his extensive background in international banking to the global financial services industry. While based in both Hong Kong and Singapore, Mr. Manchester held senior regional and global positions in corporate banking, institutional banking and capital markets for one of the world’s largest emerging markets financial institutions. Mr. Manchester returned to Canada in 2003 and founded ManchesterCF. Based in Toronto, the practice provides financial crime risk management training programs and advisory services to financial institutions and public-sector agencies. The most successful training programs from ManchesterCF include the Financial Crime Training series for international banking and the FINTEL series for financial intelligence units.

Miriam Ratkovicova is a Managing Director in the Anti-Money Laundering (AML) and Sanctions practice of Deloitte Transactions and Business Analytics LLP. She has more than 25 years of experience advising US, Canadian, European and Asian large financial institutions on various Bank Secrecy Act (BSA)/AML, Sanctions, Anti-Bribery & Corruption (ABC) and other Financial Crime compliance matters. Specifically, Miriam has led multiple large and complex projects involving historical transaction investigations, Know Your Customer (KYC) remediations, AML and Office of Foreign Assets Control (OFAC) risk assessments, and customer risk ratings. Miriam has delivered anti-financial crime engagements in numerous countries throughout Europe, Americas and Asia Pacific.
Miriam is currently serving on the Board of Directors of the Bankers Association for Finance and Trade (BAFT) and the BAFT Executive Committee. She was recently elected as the BAFT’s Secretary/Treasurer and appointed as the BAFT’s Audit & Risk Committee Chair. Miriam is also serving as the Chair for the United for Wildlife North American Chapter.

Deepa Sinha is the Senior Vice President of Payments, Financial Crime and Women in Transaction Banking at BAFT, and will work to advance the goals of the payments and cash management industry through standardization, defining best practices and developing usable industry data. She will also be responsible for formulating policy recommendations and educating industry stakeholders including practitioners, regulators, policymakers and the broader business community. Prior to joining BAFT, Sinha accumulated more than 25 years of treasury and cash management experience at both corporations and banks. She formerly served as Treasurer at Caliburn International, now Acuity International, where she oversaw cash forecasting, working capital and debt management, and implemented policies and banking technology to support all core treasury functions. As the Associate Vice President of Banking Operations and Relationships at the Carlyle Group, she developed the cash management, FX and banking platforms, and built and managed the infrastructure for multicurrency cash management across 5,000+ bank accounts at more than 100 global banks. She also served on both the JPMorgan Chase Treasury and Wells Fargo Treasury Advisory Councils.

David Tannenbaum started his career in sanctions compliance while serving at the Office of Foreign Assets Control’s (OFAC), the U.S. agency in charge of administering economic sanctions. In his capacity at OFAC, he oversaw the analysis of blocked and rejected transactions, and provided sanctions advice to some of the world’s largest financial institutions, Fortune 500 companies, and law firms. David created Blackstone Compliance Services, a company specializing in sanctions compliance, after joining the private sector in 2013. As the director of Blackstone, he served as the FRB-appointed independent consultant of a global financial institution and has led sanctions testing for three major monitorships on behalf of the US Department of Justice, Federal Reserve Board, New York Department of Financial Services, and foreign regulators such as the United Kingdom’s FCA and France’s APCR.

Yes, BAFT will send each registrant an email about 1 week before the workshop start date. The email will include the link to the workshop and dial-in information, including the meeting ID and passcode in case you cannot join online. There will be a different Zoom link for each day of the workshop.
The workshop will be recorded and sessions approved by speakers to be posted will be available on-demand to all registered attendees post-workshop.
